But they made that clause even though experiments proved monsters couldn't leave the dungeon, or would die immediately if they did. It makes me suspect the government knew a Stampede was coming from the very beginning.

Since nobody knew what dungeons actually were, it was only natural to prepare for any contingency. Even I thought a Stampede might be possible.

In exchange, the government or the association can issue "requests" to them that go beyond the usual scope of the Special Disaster Clause or the Duty of Emergency Assistance... basically, they're at the government's beck and call.
